2025年10月29日，欧洲标准化委员会(CEN)发布了玩具安全标准EN 71-14的新版本：EN 71-14:2025《玩具安全 - 第14部分：家用蹦床》，取代前一版本EN 71-14:2018。

与2018年版本相比，EN 71-14:2025没有重大的技术变更。主要围绕条款协调、安全细节和说明表述进行了细微调整，具体变化体现在以下四个方面：

1. 删除EN 71-1豁免条款。EN 71-14:2018中原有的条款5.1 “Exemptions from certain requirements in EN 71-1”已被删除。这是因为新版的EN 71-1标准已经直接包含了针对家用儿童蹦床（适用于36个月及以上儿童）的相应豁免，因此旧有条款已无必要，此举确保了标准间的统一性。
2. 放宽弹簧间隙要求。在条款5.4（卡夹与挤压危害 (Pinching and crushing hazards)）中，对弹簧受力后间隙的要求从2018年版的“不得大于3 mm”修改为“不得大于5 mm”。这一调整意味着在防止卡夹与挤压危害方面，新标准的要求更为宽松，也为制造商提供了更大的容错空间。

   产品上的标签
   1	将 Warning. No somersaults 改为： Warning. No somersaults - Neck and back injury hazard
   2	将 Warning. Always close the net opening before jumping 改为： Warning. Always close the net opening before jumping - Falling hazard
   3	增加如下两个警告语： Warning. Regular maintenance required. Refer to instructions for use Warning. Make sure no children or objects are below the trampoline before use
   包装上需要修改的内容：
   1	添加警语： Warning. Adult supervision required
   2	将 The net should be replaced every one year 改为： Warning. Regular maintenance required. The net should be replaced every one year
   3	针对埋地蹦床，将 Warning. Installation of the trampoline requires a hole to be dug in the ground. If you are not sure about the ground work, please contact a professional 改为： Warning. Installation requires a hole to be dug according to the manual. Contact a professional if needed.
   说明书上需要修改的内容
   1	添加以下警语： Warning. Only for domestic use Warning. Adult supervision required Warning. No somersaults - Neck and back injury hazard Warning. Ensure clothing of user does not contain any hooks, loops, drawstrings or other loose parts that could potentially latch on to the safety net. Entanglement hazard Warning. Make sure no children or objects are below the trampoline before use
   2	在说明书中添加以下相关内容，“*”号部分需要制造商按照实际进行修改： Instructions to have a free clearance of at least (*) m above the toy trampoline, measured from the jumping mat (i.e. no overhanging objects like branches) （在玩具蹦床上方至少留出(*)米的自由空间，该距离从跳跃垫开始测量（即，无悬垂物体如树枝）。 *需根据蹦床特性确定。高度应至少为3.5米
   3	将 Warning. Do not use the mat when it is wet 改为： Warning. Do not use the mat when it is wet - Slipping Hazard

   5	针对埋地蹦床，将说明书中的警语 Warning. Installation of the trampoline requires a hole to be dug in the ground. If you are not sure about the ground work, please contact a professional 改为： Warning. Installation requires a hole to be dug according to the manual. Contact a professional if needed

3. 修订警示与标识规定。新标准对条款6（警示、标识与说明书 (Warnings, markings and instructions)）进行了修订，删除了部分警语，同时使部分警语的描述更为具体。制造商需要依据新标准的具体规定，更新产品的标签、包装和使用说明书，以确保符合要求。
4. 更新附录以增强指导性。EN 71-14:2025的附录A（说明性附录）中对若干技术修改的理由和解释进行了修订。这些更新有助于更好地理解标准中技术要求调整的原因，对企业的合规性评估和风险评估具有积极的指导意义。

该标准的实施将有助于提高家用玩具蹦床的安全性,确保其符合最新的安全要求。对于制造商和消费者来说，了解这些更新是非常重要的，以确保产品的安全性和合规性。

标准EN 71-14:2025目前尚未纳入玩具法规的协调标准，即尚未作为“可用于证明符合玩具安全指令2009/48/EC要求”的标准，但其预计将最晚在2026年4月底前被赋予CEN成员国国家标准的地位，与其相冲突的国家标准将最晚在2026年10月底被取代。该标准预计将会得到欧盟委员会批准，在欧盟《官方公报》(OJEU)上发布之后，被列为欧盟玩具安全指令2009/48/EC的协调标准。
