The U.S. Consumer Product Safety Commission (CPSC) has published a briefing package on the draft final rule prohibiting children’s toys and child care articles containing specified phthalates. A decisional meeting for the final rule (16 CFR 1307) will be held in October 2017.
Besides restating the prohibition of DEHP, DBP and BBP, it is expected that the interim ban on DNOP and DIDP will be discontinued, and the ban on DINP will become permanent. Also, 4 more phthalates will be restricted in toys and child care articles. The phthalate requirements in the proposed 16 CFR 1307 are summarized as follows:
