CPSC Will Decide Final Rule on Phthalate Prohibition for Children’s Toys and Child Care Articles
 

The U.S. Consumer Product Safety Commission (CPSC) has published a briefing package on the draft final rule prohibiting children’s toys and child care articles containing specified phthalates. A decisional meeting for the final rule (16 CFR 1307) will be held in October 2017.

Besides restating the prohibition of DEHP, DBP and BBP, it is expected that the interim ban on DNOP and DIDP will be discontinued, and the ban on DINP will become permanent. Also, 4 more phthalates will be restricted in toys and child care articles. The phthalate requirements in the proposed 16 CFR 1307 are summarized as follows:

a) Any plasticized component of toys and child care articles

b) Any component of toys and child care articles that is made of other materials and may contain phthalates

Where
   ●  Toy means a product designed or intended for children who are 12 years old or younger to play
   ●  Child care article means a product intended to facilitate sleep or the feeding of children age 3 and younger, or to help such children with sucking or teething

Dibutyl phthalate (DBP) ≤ 0.1 %
Benzyl butyl phthalate (BBP) ≤ 0.1 %
Diisononyl phthalate (DINP) ≤ 0.1 %
Diisobutyl phthalate (DIBP) ≤ 0.1 %
Di-n-pentyl phthalate (DPENP) ≤ 0.1 %
Di-n-hexyl phthalate (DHEXP) ≤ 0.1 %
Dicyclohexly phthalate (DCHP) ≤ 0.1 %
