The Challenge:
16 June 2014, ECHA’s Member State Committee (MSC) has unanimously agreed to identify four new substances as SVHCs. These four substances are added to the Candidate List for authorization. The Candidate List now contains 155 substances.
From the date of inclusion, EU or EEA suppliers of articles which contain substances on the Candidate List in a concentration above 0.1% (w/w) have to provide sufficient information to allow safe use of the article to their customers or upon request, to a consumer within 45 days of the receipt of the request. This information must contain as a minimum the name of the substance.
Producers and importers of articles have six months from today to notify ECHA, if both of the following conditions apply:
The management of SVHC in articles has caused tremendous difficulties to non-EU manufactures as well as EU importers and retailers owing to the lack of transparency across the supply chain with regards to the chemicals used in articles. And considering that the list of SVHCs continues to expand twice a year, most companies would deem full SVHC testing for every article to be a rather costly approach.
