Taiwan Inspection Regulation Procedure Update

Backgrounds:
The Bureau of Standards, Metrology, and Inspection (BSMI) in Taiwan has updated the implementation of mandatory inspection for textile products including towels, sweaters, garments, swimwear, underwear, hosiery and bedding, which is planned to be issued on 1st October 2012. BSMI has recently released an amendment that will simplify the inspection procedure for 310 of the 346 textile products. The other 36 items including towels, bedding, and underwear will maintain the same inspection procedure.

Highlights of the amendment:
1.   Inspection method: It is mainly based on market surveillance and random sampling. If the product does not comply with the mandatory requirements, factory testing inspection and sampling inspection at the border will be applied. Import products do not need certificate issued by BSMI.
2.   Inspection standard: CNS 15290 – “Safety of Textiles (General Requirements)”
3.   Inspection items: free formaldehyde, azo dyes, lead, cadmium, organotin and physical safety requirements according to CNS 15291 – “Safety of children’s clothing – cords and drawstrings on children’s clothing – specifications”.
4.   Inspection fee: Not required.
5.   Commodity Inspection Mark: Not required.
