塑料以它成本低，质轻且坚固耐用等特点被广泛应用。但是，大量使用过的废弃塑料却给土壤和海洋带来了巨大的污染，禁塑及限塑已成为全球保护环境的共识和政策趋势。

2019年5月，“欧盟版禁塑令”正式生效，规定到2021年将禁止使用有替代品的一次性塑料产品，例如塑料吸管、一次性餐具、棉签等。而成员国需要在2029年之前实现回收90%饮料瓶的目标。并且欧盟还全面禁止了氧化式可降解塑料的生产和使用。欧盟塑料法案也要求企业承担生产者延伸责任（EPR)，对一次性塑料制品的垃圾管理和污染治理承担经济责任。

今年以来，我国对塑料污染治理的政策也持续颁布。1月19日，国家发展改革委、生态环境部印发《关于进一步加强塑料污染治理的意见》，这项被称为 “禁塑令”的政策引起社会广泛关注；其禁止生产和销售厚度小于0.025毫米的超薄塑料购物袋、厚度小于0.01毫米的聚乙烯农用地膜。到2020年底，禁止生产和销售一次性发泡塑料餐具、一次性塑料棉签；禁止生产含塑料微珠的日化产品。

今年9月1日起实施的《中华人民共和国固体废物污染环境防治法》规定，未遵守国家有关禁止、限制使用不可降解塑料袋等一次性塑料制品的规定，或者未按照国家有关规定报告塑料袋等一次性塑料制品的使用情况的，由县级以上地方人民政府商务、邮政等主管部门责令改正，处一万元以上十万元以下的罚款。

在此政策背景下，生物降解塑料由于能在特定条件实现快速降解，环境友好、节约资源等环保特点及接近普通塑料的使用性能，有望成为首选传统塑料替代材料。

生物降解塑料测试相关标准如下：

1. 国际标准：

• ISO14855-1 Determination of the ultimate aerobic biodegradability of plastic materials under controlled composting conditions — Method by analysis of evolved carbon dioxide — Part 1: General method，
• ISO 846 Plastics -- Evaluation of the action of microorganisms

2. 美国标准：

• ASTM D6400 Standard Specification for Labeling of Plastics Designed to be Aerobically Composted in Municipal or Industrial Facilities
• ASTM D5511 Standard Test Method for Determining Anaerobic Biodegradation of Plastic Materials Under High-Solids Anaerobic-Digestion Conditions
• ASTM D5338 Standard Test Method for Determining Aerobic Biodegradation of Plastic Materials Under Controlled Composting Conditions, Incorporating Thermophilic Temperatures
• ASTM D6868 Standard Specification for Labeling of End Items that Incorporate Plastics and Polymers as Coatings or Additives with Paper and Other Substrates Designed to be Aerobically Composted in Municipal or Industrial Facilities

3. 欧洲标准：

• EN 13432 Packaging — Requirements for packaging recoverable through composting and biodegradation — Test scheme and evaluation criteria for the final acceptance of packaging
• EN 14995 Plastics - Evaluation of compostability - Test scheme and specifications

4. 澳洲标准：

• AS 4736 Biodegradable plastics- Biodegradable plastics suitable for composting and other microbial treatmentgoverns the identification and performance expectations of bioplastic materials

5. 中国标准：

• GBT 19277.1-2011 受控堆肥条件下材料最终需氧生物分解能力的测定 采用测定释放的二氧化碳的方法 第1部分：通用方法
