The National Institute of Metrology, Quality and Technology (INMETRO) of Brazil has published Ordinance No.42/2018 to approve of Quality Technical Regulation for infant walkers. The Ordinance entered into force immediately. The major topics are highlighted below:

Scope

1. Includes: infant walkers, including those containing inflatable parts, in which a child is supported on a seat with crotch retention, attached to a rigid structure with wheels or casters.
2. Does not include: infant walkers for therapeutic and curative purposes and the products that use child pushing, in a standing position, and walkers intended exclusively for exportation.

Register / Certification

1. Infant walkers must be registered in INMETRO, considering the Ordinance no. 512/2016
2. The register at INMETRO is mandatory to obtain Conformity Identification Mark and for its availability in the domestic market.

General requirements

1. After assembled for use, the infant walker shall not present any hazard to child.
2. Materials used shall not be combustion supporting.
3. The information related to risks of the infant walker shall be in Portuguese.
4. The warnings and the indication the importance to read the instruction manual shall be affixed on the infant walker.
5. The toys (if provided with the infant walker) shall comply with the specific regulation.
6. All parts with electronic or electrical circuits or that emits sound shall meet the requirements of NM 300 Parts 1 and 6.
7. Any textile that can be removed from the infant walker shall be able to be washed / dried in according to the manufacturer’s instruction.

Deadlines

• 18 months to manufacture or import in accordance with these requirements
• 24 months to market in stores (wholesale) in accordance with these requirements
• 36 months to market for final costumers (retailing)

Note

even during the adequacy deadlines, domestic manufacturers and importers will also be responsible for the safety of infant walkers available in the domestic market and account for any accident or incident involving children, due to the risks posed by the product.
