On 20 February 2017, European Commission notified World Trade Organization (WTO) and has proposed a Commission Regulation amending to Annex XVII of REACH Regulation (EC) No 1907/2006 by adding the restriction of the usage of Octamethylcyclotetrasiloxane (D4) and Decamethylcyclopentasiloxane (D5) through Notification G/TBT/N/EU/456. According to the draft regulation, D4 and D5 shall not be placed on the market in wash-off cosmetic products in a concentration equal to or greater than 0.1% by weight of either substance. The draft is expected to be adopted in the second half of 2017 and will be entry into force 20 days from publication in the Official Journal of the EU.
In Annex XVII to Regulation (EC) No 1907/2006, the following new entry is added:
