Risk management option analyses (RMOAs) conducted by the Swedish Chemicals Agency (Kemi) have concluded that PFNA and HDDA should be added to the REACH candidate list. PFNA and HDDA are commonly used in UV-cured inks, adhesives and sealants.
Kemi indicates that PFDA is identified as reprotoxic in Category 1B and PBT substance, and it is a possible replacement for PFOA, while HDDA is a potent skin sensitizer that can cause allergic contact dermatitis, therefore, both substances meet the criteria to be considered as a substance of very high concern for inclusion in the Candidate List according to Article 57 of the REACH Regulation.
RMOA is a voluntary step and it is not part of the processes as defined in the legislation, which aims to help authorities decide whether further regulatory risk management activities are required for a substance and to identify the most appropriate instrument to address a concern.
