EU Published EN 71-5:2025 on Certain Chemical Toys

On 10 December 2025, the European Committee for Standardization (CEN) published a new version of the European Standard EN 71-5, EN 71-5:2025 Safety of toys - Part 5: Chemical toys (sets) other than experimental sets, superseding the previous version EN 71-5:2015.
The main technical changes are as follows:
- Added ingredient and labelling requirements for slime kits.
- Slightly revised the advice for adult supervision and safety rules. Included specific requirements on advice for adult supervision for certain slime kits.
- Added the list of colourants and booster substances.
- Added definitions for slime kits, preservatives and booster substances.
Chemical toys are toys intended for the direct handling of chemical substances and mixtures and which is used in a manner appropriate to a given age-group and under the supervision of an adult. Slime kits are chemical toys containing materials intended to prepare a slime or a slime-type product, which is intended for play. The slimes are based on, e.g., boron (B) as an element for crosslinking, as well as other compounds which exhibit “slimy” behaviour. Slime kits can contain liquid materials as well as solid materials, e.g., powders or particle-based materials.
The new standard EN 71-5:2025 will be given the status of a national standard at the latest by June 2026, and the conflicting national standards will be withdrawn at the latest by December 2026. The standard is expected to become a harmonised standard under the EU Toy Safety Directive 2009/48/EC after it is accepted by the European Commission and is published in the Official Journal of the European Union (OJEU).
