Main content or requirements On 16 December 2025, EU adopted EN 71-3:2019+A2:2024 and EN 71-13:2021+A2:2024 as harmonised standards under the Toy Safety Directive 2009/48/EC (TSD). The previous versions of the two standards will cease to be harmonised standards from 16 June 2027 (1.5 years later).

On 16 December 2025, the European Commission published Implementing Decision (EU) 2025/2519, to update the references to the harmonised standards under the Toy Safety Directive 2009/48/EC (TSD). The update affected standards EN 71-3 and EN 71-13.

With immediate effect (from 16 December 2025):

EN 71-3:2019+A2:2024 (migration of certain elements) and EN 71-13:2021+A2:2024 (olfactory board games, cosmetic kits and gustative games) shall be listed as harmonised standards under the Toy Safety Directive 2009/48/EC (TSD).

The previous versions EN 71-3:2019+A1:2021 and EN 71-13:2021+A1:2022 shall be withdrawn from 16 June 2027 (1.5 years later).

Note:

* As regards Clauses 3.19 (definition of “driving mechanism”) and 4.15.1 for wave rollers (a ride-on toy where the child is seated, the steering and propulsion of which are controlled with the feet, and which have wheels within reach during use), EN 71-1:2014+A1:2018 does not confer a presumption of conformity with the essential safety requirements set out in Article 10(2) of the EU TSD (Directive 2009/48/EC) and Part I, Point 3, of Annex II to the EU TSD.

** The limit values in Point (a) of Table 2 of Clause 4.2 of EN 71-12:2016 (i.e., limits for elastomers toys intended for use by children under 36 months and intended or likely to be placed into the mouth) are lower than the limit values to be complied with set in Point 8 of Part III of Annex II to the EU TSD (Directive 2009/48/EC):
