On 24 October 2022, the European Commission gave standardisation mandate M/589 (C(2022)7410) to the European Committee for Standardisation (CEN) and the European Committee for Electrotechnical Standardisation (CENELEC) to draft new harmonised standards and revise existing harmonised standards on toys. Up to now (October 2025), CEN has published 11 new standards, and four (4) standards are expected to be approved in November 2025.

If the standards are considered to be able to satisfy the requirements which they aim to cover and which are set out in the EU Toy Safety Directive 2009/48/EC (and the coming EU Toy Safety Regulation) by the European Commission, the standards will become harmonised standards after their references are published on the Official Journal of the European Union (OJEU).

EU/EEA manufacturers and EU/EEA importers and their upstream providers are advised to conduct the tests on toys with the new standards to assess conformity in advance.
