On 25 September 2025, the European Commission published Regulation (EU) 2025/1930 to amend the EU POPs Regulation (EU) 2019/1021 to restrict the substance Dechlorane Plus (DP) (CAS No. 13560-89-9, 135821-03-3, 135821-74-8).
The amendment shall prohibit the manufacturing, use and placing on the market of substances, mixtures and articles containing Dechlorane Plus (DP) in a concentration above 1000 mg/kg (0.1%) from 15 October 2025 and above 1 mg/kg (0.0001%) from 16 April 2028.
Extended transitional periods are granted for Dechlorane Plus (DP), which is used for aerospace, space, defence, and certain medical devices, motor vehicles, and machine applications.
Dechlorane Plus (DP) is a synthetic substance mainly used as a flame retardant in adhesives, sealants and polymers, and used as an extreme pressure additive in greases. It was identified by the European Chemicals Agency (ECHA) as a Substance of Very High Concern (SVHC) in January 2018 because of its very persistent and very bioaccumulative (vPvB) properties. Dechlorane Plus (DP) shows structural similarities with already listed persistent organic pollutants such as aldrin, chlordane, heptachlor, mirex, and chlordecone, which have neurotoxic and some also carcinogenic properties. In May 2023, the substance Dechlorane Plus (DP) was listed in Annex A to the UN Stockholm Convention, and it was decided that the production and use of the substance shall be eliminated globally.
