If SVHC substances are present in an article placed on the EU/EEA market in a concentration above 0.1 % (1000 mg/kg) w/w, the EU/EEA supplier of that article needs to submit a SCIP notification to ECHA under the EU Waste Framework Directive (WFD, Directive 2008/98/EC).
