Australia - Proposed Consumer Goods (Products Containing Button Batteries) Safety and Information Standard 10/7/2020

The Australia Government has published draft Consumer Goods (Products Containing Button Batteries) Safety Standard and Consumer Goods (Products Containing Button Batteries) Information Standard.

Consumer Goods (Products Containing Button Batteries) Safety Standard

Scope

This Regulation shall apply to consumer goods that are powered by button batteries, including remote controls, as well as consumer goods intended to store button batteries, such as storage containers, and organisers

However, this Regulation shall not apply to the following products

  • Second hand consumer goods
  • Hearing aids and hearing instruments
  • Professional equipment
    the equipment is intended to be used in trades, professions or industries; and
    the equipment is not intended for sale to the general public; and
    the equipment is not intended to be used where children are present
  • Audio-visual and information and communications technology equipment containing button batteries that are soldered in place

Construction requirement

Products that use/contain button batteries shall be designed to eliminate child accessibility to the button batteries. The button batteries shall be secure and not release the batteries during normal and foreseeable use and abuse conditions.

Under Option 1, products shall comply with one of the following standards

  1. IEC 62368-1: 2018 clauses 4.8.3, 4.8.4, 4.8.5
  2. AS/NZS 62368.1:2018 clauses 4.8.3, 4.8.4, 4.8.5
  3. AS/NZS 60065:2018 clauses 12.7.2, 12.7.3, 12.7.4
  4. IEC 62115:2017 clause 5.24
  5. AS/NZS 62115:2018 clause 13.4.1, 13.4.2, 13.4.6 and AS/NZS 8124.1:2019 clause 5.24
  6. AS/NZS 60598.1:2017 Luminaries Part 1: General requirements and tests – clause 4.101.1 and 4.101.2
  7. UL 4200A UL Standard for Safety for Products Incorporating Button or Coin Cell Batteries of Lithium Technologies - section 5 and 6

Under Option 2, products shall comply with the following principles-based requirements

  1. Products that use/contain button batteries that are intended to be replaced by the consumer shall have secure battery compartments that are designed to eliminate child accessibility to the button batteries before and after battery replacement
  2. Products that use/contain button batteries (replaceable or not) shall be secure and not release the batteries during normal and foreseeable use and abuse conditions
  3. Products that use/contain button batteries that are secured by screws or similar fasteners shall ensure that they remain with the battery compartment door, cover or equipment

Consumer Goods (Products Containing Button Batteries) Information Standard

Scope

This Regulation shall apply to consumer goods that are powered by button batteries, including remote controls, as well as consumer goods intended to store button batteries, such as storage containers, and organisers

However, this Regulation shall not apply to the following products

  • Second hand consumer goods
  • Professional equipment
    the equipment is intended to be used in trades, professions or industries; and
    the equipment is not intended for sale to the general public; and
    the equipment is not intended to be used where children are present
  • Audio-visual and information and communications technology equipment containing button batteries that are soldered in place

Labelling requirements

  1. The following warnings and information shall be marked clearly visible, prominent and legible on the front panel of the packaging
    a.a safety alert symbol (internationally recognized) which identify the product uses or contains button battery. The following is an example of safety alert symbol, which combine with ISO 7010 W001 and IEC 60417-6367

  2. Instruction shall have at least the following warning and information
    1. an alert word with the letters in upper case (such as DANGER, WARNING or CAUTION)
    2. a safety alert symbol (internationally recognized)
    3. a statement to keep batteries away from children
    4. a statement that
      1. For lithium button batteries
        a button battery can cause severe or fatal injuries in 2 hours or less if the battery has been swallowed or placed inside any part of the body;
      2. For button batteries other than lithium button batteries
        a button battery can cause serious injury if swallowed or placed inside any part of the body.
  3. advice to seek medical attention immediately if it is suspected a button battery has been swallowed or placed inside any part of the body.
  4. Warnings included with products that use/contain a button battery shall comply with the requirements of size and legibility of product safety labels (clause D.5) and durability of product safety labels (clause D.7) of ISO 3864-2:2016.

Recommendation on labelling

1.The following warnings and information are recommended to be marked clearly visible, prominent and legible on the front panel of the packaging

  1. an alert word with the letters in upper case (such as DANGER, WARNING or CAUTION)
  2. a statement to keep batteries away from children
  3. a statement that:
    1. For lithium button batteries:
      a button battery can cause severe or fatal injuries in 2 hours or less if the battery has been swallowed or placed inside any part of the body;
    2. For button batteries other than lithium button batteries:
      a button battery can cause serious injury if swallowed or placed inside any part of the body
  4. advice to seek medical attention immediately if it is suspected a button battery has been swallowed or placed inside any part of the body.

2.Products that use/contain replaceable button batteries are recommended to contain the following warning:

  1. an alert word with the letters in upper case (such as DANGER, WARNING, or CAUTION)
  2. a statement to keep batteries away from children and that button battery are hazardous and can cause internal chemical burns if swallowed
    The warning shall be:
    clearly visible, durable and remains legible for the expected life of the good; and
    located on or close to the battery compartment or where the battery is accessible

3.If the products that use/contain a button battery are supplied through an electronic platform, the warning and information list in point 1 shall be provided in the description of the products on the platform

Note:

  • Button battery: a small, single cell battery having a diameter greater than its height and includes button cell and coin cell batteries.
  • Option 1: Applicable industry standards, consumer goods that use/contain button batteries must comply with the referenced clauses of an industry standard deemed to have acceptable button battery security and compliance testing requirements.
  • Option 2: Principles-based requirements, consumer goods that use/contain button batteries must comply with principles-based button battery security and compliance testing requirements outlined in the instrument.
