Australia - Proposed Consumer Goods (Button Batteries) Safety and Information Standard 10/7/2020

The Australia Government has proposed Consumer Goods (Button Batteries) Safety Standard and Consumer Goods (Button Batteries) Information Standard. The following are the highlight:

Consumer Goods (Button Batteries) Safety Standard

Scope

This Regulation shall apply to

  1. Lithium button batteries (any size and type)
  2. Button batteries other than lithium button batteries with 16 mm diameter or above
  3. Button batteries that are supplied together with a product (not pre-installed in the product)

However, this Regulation shall not apply to

  1. Button batteries of zinc-air chemistry designed for, or intended to be used in, hearing aids or hearing instruments (that is, equipment that picks up sound and delivers processed sound to the ear canal through air-conduction)
  2. Button batteries supplied in bulk which
    1. are intended to be used in trades, professions or industries
    2. are not intended for sale to the general public

Construction requirements

  1. Button battery packaging shall be designed to eliminate child accessibility
  2. Where multiple button batteries are supplied, blister packaging shall be designed to release only one button battery at a time, and each battery is enclosed in child-resistant packaging even when another battery is removed from the packaging

Consumer Goods (Button batteries) Information Standard

Scope

This Regulation shall apply to packaging of button batteries and markings to lithium button batteries with 20 mm diameter or above

However, this Regulation shall not apply to button batteries supplied in bulk which

  1. are Intended to be used in trades, professions or industries
  2. are not intended for sale to the general public

Labelling requirement

The following warning shall be marked clearly visible, prominent and legible on the packaging

  1. an alert word with the letters in upper case (such as DANGER, WARNING or CAUTION)
  2. a safety alert symbol (internationally recognized)
  3. a “keep out of reach of children” symbol (internationally recognized)
  4. a statement to keep batteries away from children
  5. a statement that
    1. For lithium button batteries:
      a button battery can cause severe or fatal injuries in 2 hours or less if the battery has been swallowed or placed inside any part of the body;
    2. For button batteries other than lithium button batteries:
      a button battery can cause serious injury if swallowed or placed inside any part of the body.
  6. advice to seek medical attention immediately if it is suspected a button battery has been swallowed or placed inside any part of the body part of the body.

2.The following are the examples of safety alert and “keep out of reach of children” symbol, which are specified in ISO 7010 W001 and ISO 7010-M055

3.The following warning specified in IEC 60086-4:2019 is an example which contain the warning mentioned above

4.A “keep out of reach of children” symbol shall be marked clearly visible, prominent and indelible on the lithium button batteries with diameter 20 mm or above

5.Warnings included with products that use/contain a button battery shall comply with the requirements of size and legibility of product safety labels (clause D.5) and durability of product safety labels (clause D.7) of ISO 3864-2:2016

Recommendation on labelling

  1. A “keep out of reach of children” symbol (internationally recognized) is recommended to be marked on button batteries
  2. If the products that use/contain a button battery are supplied through an electronic platform, the following warning shall be provided in the description of the products on the platform
    1. an alert word with the letters in upper case (such as DANGER, WARNING or CAUTION)
    2. a safety alert symbol (internationally recognized)
    3. a statement to keep batteries away from children
    4. a statement that
      1. For lithium button batteries:
        a button battery can cause severe or fatal injuries in 2 hours or less if the battery has been swallowed or placed inside any part of the body;
      2. For button batteries other than lithium button batteries:
        a button battery can cause serious injury if swallowed or placed inside any part of the body.
  3. advice to seek medical attention immediately if it is suspected a button battery has been swallowed or placed inside any part of the body part of the body.

  • Button battery: a small, single cell battery having a diameter greater than its height and includes button cell and coin cell batteries.
