1. < Notice on Handling Opinions on Several Issues Concerning the Overall Planning Provincially of Basic Endowment Insurance for Enterprise Employees > of Guangdong Province (2019-06-01)

The Notice on Handling Opinions on Several Issues Concerning the Overall Planning Provincially of Basic Endowment Insurance for Enterprise Employees of Guangdong Province (hereinafter referred to as the Notice) has been jointly gazetted by four departments including Guandong Provincial Department of Human Resources and Social Security on 1st June 2019.

The Notice clearly states:

• The province shall formulate a unified enterprise endowment insurance policy, and each city shall strictly follow the national and provincial policies and regulations, and shall not formulate an endowment insurance policy by itself;
• For the cities that the ratio lower than the provincial unified standards (14%) shall be gradually transferred to the provincial unified standards;
• The provincial statistics department takes the lead in publishing the payment base standard before 30th June of each year.

1. < Measures for Connection Between Administrative Law Enforcement of Production Safety and Criminal Justice > (2019-04-16)

The Measures for Connection Between Administrative Law Enforcement of Production Safety and Criminal Justice (hereinafter referred to as the Measures) was jointly formulated and promulgate by the Ministry of Emergency Management of PRC, the Ministry of Public Security of PRC, the Supreme People’s Court of PRC and the Supreme People’s Procuratorate of PRC, and it has come into force on 16th April 2019. The Measures clarifies that there are seven main categories of suspected criminal cases involving production safety.

1. Major liability accident cases;
2. Forcing illegal and risky operations case;
3. Major labor safety accident cases;
4. Cause trouble of hazardous goods case;
5. Fire responsibility accidents, fire incidents case;
6. Do not report or misreport safety accident case;
7. Illegal mining; illegal manufacture, sale, and storage of explosives; illegal operation; forgery, alteration, Buying and sale of official documents, certificates and other criminal cases suspected of safe production.

2. < Qualification Classification and Items of Special Equipment Operator > (2019-06-01)

The Qualification Classification and Items of Special Equipment Operator (hereinafter referred to as the Classification and Items) was promulgated by the State Administration for Market Regulation on 29th May 2019 and has come into force on 1st June 2019. The relevant impacts of the Classification and Items are as follows:

1. If the certificate has not been issued but the case had been received before 1st June 2019 and the qualification of applied operation item has been cancelled, the issuing authority shall inform the applicant that the certificate will not be issued due to cancellation of the operation item.
2. Since 1st June 2019, the cancelled operation items will not be reviewed, and the lost or damaged certificate will not be reissued.
3. The old version certificate is still valid during the validity period, and the new version certificate shall be replaced at the time of review. The issuing authority shall convert and issue certificates according to the Classification and Items and refer to the Replacement Table for Special Equipment Operator Certificates, and no longer convert or issue certificates for the cancelled items in the Classification and Items.

Environment

1. < Implementation Guideline on Carbon Neutral for Large-scale Activities (Trial) > (2019-06-14)

The Implementation Guideline on Carbon Neutral for Large-scale Activities (Trial) (hereinafter referred to as the Guideline) was gazetted by General office of Ministry of Ecology and Environment on 14th June 2019.

• The term “big event” mentioned in the Guideline refers to the large-scale gatherings carried out in a specific time and place, including performances, competitions, conferences, forums, exhibitions, etc.
• The term “carbon neutral” mentioned in the Guideline refers to the offset of greenhouse gas emissions from large-scale activities through the purchase of carbon quotas, carbon credits, or the generation of carbon sinks by new forestry projects.
• The Guideline provides general requirement, principle and process on implementation of carbon neutral for large-scale activities.
• The Guideline defines two (2) ways to confirm the achievement of carbon neutral for big event, including self-commitment and a commissioned assessment carried out by independent agency.
• Recommended Key Emission Sources of Large-scale Activities and Corresponding Accounting Standard and Technical Specification and Preparation Outline for Large-scale Activities Carbon Neutral Assessment Report are listed in the appendixes of this guideline as reference.

2. < Comprehensive Control Plan for Volatile Organic Compounds in Key Industries > (2019-06-26)

The Comprehensive Control Plan for Volatile Organic Compounds in Key Industries (hereinafter referred to as the Plan) was gazetted by General office of the Ministry of Ecology and Environment on 26th June 2019. Main contents of the Plan are as below:

• Main goals of the Plan: By 2020, the management system of volatile organic compounds （VOCs） prevention and control will be established and improved, a notable achievement of VOCs control in key regions and key industries will be gained, the target of reducing VOCs emission by 10% set in the 13th Five-Year plan will be achieved.
• Control plan and requirements
  1. Vigorously promote source substitution. Reduce the VOCs generation from source through using low VOCs content coating, ink, adhesive and low VOCs content, low reactivity cleaner to substitute solvent base coating, ink and adhesive cleaner.
  2. Comprehensively strengthen unorganized emission control. Improve the closure management on equipment and site, leak control of equipment and pipeline component; promote adoption of advanced production process and improve the collection efficiency for air emission.
  3. Promote the construction of suitable and efficient pollutant control facility. Normalize the engineering design, implement dual control for discharge source including parameters discharge concentration and removal rate.
  4. Deeply implementing refined management. Promote “one factory, one policy “system, strengthen enterprise operation management.

• Fully implementing pollutant discharge permitting. Accelerate the issuance of pollutant discharge permit for furniture industry in accordance with the requirements of classification management catalogue of stationary pollutant source. Regularly publish the list of non-licensed pollutant discharge units.
