USA - Proposed amendment the standard of Formaldehyde Emissions Standards for Composite Wood Products (40 CFR 770)
The Environmental Protection Agency (EPA) has proposed to amend 40 CFR 770 Formaldehyde Emission Standards for Composite Wood Products. The proposed amendments aimed to align the technical issues of this Rule with California Air Resources Board (CARB) Airborne Toxic Control Measures (ATCM) Phase II program. The followings are the summary of the proposed amendments:
1. The following technical issues are amended to further align with CARB ATCM Phase II program:

Testing requirements of no-added formaldehyde (NAF)-based resin and ultra-low-emitting formaldehyde (ULEF) resin testing requirements. (§ 770.17 and § 770.18)

Equivalence or correlation between ASTM E1333-14 and any other test method used for quarterly or quality control testing. (§ 770.20)
2. The tests of panel sampling of non-complying lots shall be newly added. (§ 770.22)
3. composite wood product panels that are made of NAF based resin and ULEF resin, shall also label a statement that the products are TSCA Title VI compliant. (§ 770.45)
4. All panels (or bundles of panels) and finished goods (or boxes or bundles containing finished goods) that are not exempt from the labelling requirements shall be properly labelled before being imported into the United States. (§ 770.45)
5. The following voluntary consensus standards shall be ｕｐｄａｔｅd (§ 770.99):
