The US Consumer Product Safety Commission (CPSC) has issued a Direct Final Rule amending Safety Standard 16 CFR 1250 which mandate ASTM F963. This Direct Final Rule shall be effective on 28 February 2018.
According to the Direct Final Rule, toys shall comply with all provisions of ASTM F963-17 except the followings:

Pursuant to section 106(a) of the Consumer Product Safety Improvement Act (CPSIA) of 2008, section 4.2 (Flammability) and Annex 5 (Flammability Testing Procedure for Solids and Soft Toys) or any provision of ASTM F963 that restates or incorporates an existing mandatory standard or ban promulgated by the Commission or by statute or any provision that restates or incorporates a regulation promulgated by the Food and Drug Administration (FDA) or any statute administered by the FDA are not mandatory.

Push/pull toys shall be tested in section 8.20.1.5(5) of ASTM F963-17 under 16 CFR 1250 (In section of 8.20.1.5(5) of ASTM F963-17, push/pull toys was excluded from this test method).
