Five new substances of very high concern (SVHCs) added to the Candidate List

ECHA took the decision to include these five substances on the Candidate List following the SVHC identification process with involvement of the Member State Committee. The Candidate List now contains 168 substances.

  • The first new entry substance Nitrobenzene (EC 202-716-0, CAS 98-95-3), Nitrobenzene is used to manufacture aniline. Acute (short-term) and chronic (long-term) inhalation, oral, and dermal exposure of humans to nitrobenzene result in effects on the blood (i.e., methemoglobinemia).These substances are used to manufacture aniline, which is a chemical used in the manufacture of polyurethane. Nitrobenzene is also used to produce lubricating oils and in the manufacture of dyes, drugs, pesticides, and synthetic rubber.

  • The second SVHC, 2,4-di-tert-butyl-6-(5-chlorobenzotriazol-2-yl)phenol (UV-327) (EC 223-383-8, CAS 3864-99-1) has been added as a group entry with very persistent and very bioaccumulative (vPvB) properties. Public information sources indicate that the widely used in automotive UV stabilizers, industrial wood coatings, rubber, plastics and cosmetics.

  • The third SVHC, 2-(2H-benzotriazol-2-yl)-4-(tert-butyl)-6-(sec-butyl)phenol (UV-350) (EC 253-037-1, CAS 36437-37-3) has been added as a group entry with very persistent and very bioaccumulative (vPvB) properties. Public information sources indicate that the widely used in automotive UV stabilizers, industrial wood coatings, rubber, plastics and cosmetics.

  • The fourth substance1,3-propanesultone (EC 214-317-9, CAS 1120-71-4) is proposed to be identified as a substance meeting the criteria of Article57 (a) of Regulation (EC) No 1907/2006 (REACH) owing to its classification in the hazard class carcinogenicity category 1B. Mainly used as an intermediate urethane rubber dispersion, photographic and x-ray film, lithium-ion battery electrolyte.

  • The fifth substance Perfluorononan-1-oic acid (2,2,3,3,4,4,5,5,6,6,7,7,8,8,9,9,9Heptadecafluorononanoic acid and its sodium and ammonium salts) (EC 206-801-3, CAS 375-95-1, 21049-39-8, 4149-60-4), is proposed to be identified as a substance toxic for reproduction and PBT toxic ,mainly used for LCD, cleaning and waterproofing agents, fire extinguishers surfactants, lubricity additives, manufacturing fluoropolymers.
