The Safety Regulations on Dust Explosion Prevention in Industrial and Trade Enterprises was adopted and promulgated by the Ministry of Emergency Management of PRC and has come into force on 1st September 2021. It is of great significance to promote industrial and trade enterprises to implement the main responsibility of dust explosion prevention safety, standardize and strengthen safety supervision and law enforcement, and prevent and reduce dust explosion accidents.

Opinions on Further Improving Supervision Working Mechanism for “Three Simultaneous” of Construction Project Environmental Protection and Completion Autonomous Acceptance Check of Environmental Protection has been gazetted by General Office of the Ministry of Ecology and Environment, aims to deepen the reform of “Simplification, Supervision, Service” in environment field, strengthen entire process supervision on construction project, straighten out supervision responsibilities of ecology environment departments at all levels, and implement the subject responsibility of construction entity for ecological and environmental protection.

1. < Personal Information Protection Law of the People's Republic of China> (2021-11-01)
The Personal Information Protection Law of the People's Republic of China (hereinafter referred to as the Protection Law) was adopted and gazetted on 20th August 2021 and will come into force as of 1st November 2021.
The Protection Law has 8 chapters with 74 articles. On the basis of relevant laws, the law further refines and improves the principles and rules for personal information protection, defines the boundaries of rights and obligations in personal information processing activities, and improves the working system and mechanism of personal information protection. It has the following highlights:

Standardize handling activities and protect personal rights and interests

Prohibit "big data discriminatory pricing" to standardize automatic decision-making

1. < Safety Regulations on Dust Explosion Prevention in Industrial and Trade Enterprises > (2021-09-01)
The Safety Regulations on Dust Explosion Prevention in Industrial and Trade Enterprises (hereinafter referred to as the Regulations) was deliberated and adopted at the 35th ministerial meeting of the Ministry of Emergency Management of PRC, it and has come into force as of 1st September 2021. The main contents of the Regulations are as follows:
1. The Regulations further tamp the main responsibility of safety production for enterprises involving dust explosion, and further standardize and strengthen the supervision and law enforcement of dust explosion prevention safety in industrial and trade enterprises.
2. The Regulations put forward clear requirements such as safety management system, education and training, labor protection supplies, emergency rescue plan and drill, risk identification and hidden danger investigation, and "three Simultaneities" of safety facilities.
3. The Regulations specify that safety equipment such as explosion venting, explosion isolation, explosion suppression, inerting, gas locking and ash unloading, impurity removal, monitoring, alarm, spark detection and elimination shall meet the standard requirements and ensure normal operation.
4. In terms of dust cleaning and disposal, the Regulations specify the minimum requirements of "cleaning per shift" in the dust operation area. For the disposal of aluminum, magnesium and other metal dust and magnesium alloy waste, it is required to avoid bulk deposition of dust and waste or multi-layer stacking after bagging. If temporary storage is a must, it shall be far away from the assembly occupancies such as operation site, and adopt necessary fire and explosion-proof measures such as waterproof and moisture-proof, ventilation and hydrogen monitoring.
