On 31 July 2026, the European Commission updated the Frequently Asked Questions (FAQ) document (second version dated August 2026) on the implementation of the EU PPWR Regulation (EU) 2025/40 on packaging and packaging waste.

The new key highlights related to common packaging manufacturers and importers are as follows:

1.  (1) Empty envelopes sold in supermarkets to consumers for private use, and (2) envelopes containing letters, invoices, statements and other correspondence, are not considered to be packaging. However, other empty envelopes or envelopes that contain a product (such as a catalogue or magazine) are to be considered packaging by default.
2. An accompanying document can be used when it is not possible to affix the unique identification of the packaging and the name and address directly on the packaging. Whether or not it is possible to affix the information on the packaging should be assessed on a case-by-case basis, taking into account the physical dimensions, shape and functional characteristics of the packaging.
3. The unique identification is not required to be individually marked on every single component of a packaging unit. It is sufficient if the unique identification is displayed on one component of the packaging (of the same level).
4. Packaging or packaged goods that only transit the EU, without being released for free circulation or placed on the EU market, are not required to comply with PPWR.
