USA CPSC Approved to Update the Safety Standard for Full-Size Baby Cribs (16 CFR 1219)
 

On May 4, 2026, the U.S. Consumer Product Safety Commission (CPSC) has published a direct final rule to update the Safety Standard for Full-Size Baby Cribs (16 CFR 1219). The regulation shall enter into force on August 1, 2026. 

According to the Standard, each Full-Size Baby Cribs must comply with all applicable provisions of ASTM F1169–25, Standard Consumer Safety Specification for Full-Size Baby Cribs.

A Full-Size Baby Crib is a bed that is designed to provide sleeping accommodations for an infant that is intended for use in the home and is within a range of±2 in. (65.1 cm) of the interior length or width dimensions. The interior dimensions shall be 28 in.±5⁄8 in. (71 cm±1.6 cm) wide and 52 3⁄8 in.±5⁄8 in. (133 cm±1.6 cm) long as measured. 

This revision of the standard mainly changes the referenced product standard from ASTM F1169-19 to ASTM F1169-25. ASTM F1169-25 has the same coverage as ASTM F1169, but significantly adds specific requirements for "mesh/fabric sided full-size cribs". Lots of specific provisions regarding definitions, rigid barriers, dimensions, strength, stability, etc. of mesh/fabric sided full-size cribs have been added.

The involved changes are as follows:

  1. Add the following definitions:
    • 3.2 cantilevered accessory
    • 3.5 fabric
    • 3.7 full accessory and discussions in 3.7.1/3.7.2/3.7.3
    • 3.9 full-size crib dependent accessory and discussions in 3.9.1/3.9.2/3.9.3
    • 3.12.1 Discussion (for mattress support system)
    • 3.13 mesh
    • 3.14 mesh/fabric sided full-size crib and discussion in 3.14.1
    • 3.19 rigid barrier(s) and discussions in 3.19.1/3.19.2
    • 3.20 seam
  2. Add clause 5.7.1.1, for mesh/fabric sided full-size cribs, the measurements shall also be taken in the center of the length and width in addition to the location prescribed in 5.7.1.
  3. Add clause 5.7.3 regarding the size requirements for mesh/fabric sided full-size cribs, including the internal depth of the mattress support system of the mesh/fabric sided full-size cribs with a rigid barrier at the lowest and highest positions, as well as the height of the rigid barrier of the mesh/fabric sided full-size cribs.
  4. Add clause 5.16.1 Openings Beneath Mattress.
  5. Add clause 5.17.1, 5.17.1.1 – 5.17.1.4, the potential for scissoring, shearing or pinching for products that allow the top rail to be in a lowered position when the unit is erected.
  6. Add clause 5.19.1 Cords/Straps That Can Form Loops and test methods 7.27;
  7. Add clause 5.20.2.3 – 5.20.2.5,5.20.3,Cribs that Fold for Storage or Transport and test methods 7.15.
  8. Add clause 5.21 Protective Components and test methods 7.16;
  9. Update clause 6.9 Entrapment in Accessories and test methods 7.10, clearly define the two types of accessories: full-size crib dependent accessories and cantilevered accessories. Clearly exclude full accessories, unless there is an occupant access door on the full accessory, in which case the test needs to be conducted. Divide the test into 6.9.1 opening test and 6.9.2 detachment test. 
  10. Add clause 5.25 If the product can be converted into another product, or has a different use mode, for which another ASTM consumer safety specification exists, the product or use mode shall comply with the requirements of each applicable standard.
  11. Add the following requirements and test methods for mesh/fabric sided full-size cribs:
    • 5.22 Stability (for mesh sided products) and test methods 7.17;
    • 5.23 Protrusions (for mesh sided products) and test methods 7.18;
    • 5.24 Bassinet/Cradle Accessories and test methods 7.24;
    • 6.12 Side Deflection and Strength for Center Latching Hinge Mechanisms and test methods 7.19;
    • 6.13 Top Rail Covering Material and test methods 7.25;
    • 6.14 Mesh Requirements, excluding decorative mesh with a rigid backing and test methods 7.20 & 7.21;
    • 6.15 Fabric Material Requirements, Excluding Decorative Fabric with a Rigid Backing and test methods D5034 & D1424;
    • 6.16 Mesh/Fabric Assembly Requirements Excluding Decorative Mesh/Fabric with a Rigid Backing and test methods 7.22;
    • 6.17 Mesh/Fabric Rigid Barrier Gaps and test methods 7.23;
  12. Add clause 8.4 Mesh products warnings, add the last sentence warnings in clause 8.5.1.3 Fall Hazard *The product, including side rails, must be fully erected prior to use (for mesh/fabric sided cribs only).
  13.  Clause 2 references more detailed standards; Additional and updated figures and notes are included; Appendix X2 adds X2.4 and X2.5 to explain the principles regarding the size requirements for Rigid Barriers 5.7.3.1 and 5.7.3.3.
