On 15 July 2025, the EU amended the POPs Regulation (EU) 2019/1021, to restrict the light stabilizer UV-328 in substances, mixtures and articles. The content limit is 100 mg/kg (0.01%). The limit will be lowered to 10 mg/kg (0.001%) and 1 mg/kg (0.0001%) after 2 years and 4 years, successively. |

On 15 July 2025, the European Commission published Regulation (EU) 2025/843, to amend the EU POPs Regulation (EU) 2019/1021 to restrict the substance UV-328 (CAS No. 25973-55-1). The restriction shall enter into force and apply from 4 August 2025.
The amendment prohibits the manufacturing, use and placing on the EU market of substances, mixtures and articles containing UV-328 in concentrations above 100 mg/kg (0.01%) from 4 August 2025. The limit will be lowered to 10 mg/kg (0.001%) from 4 August 2027 and 1 mg/kg (0.0001%) from 4 August 2029, successively.
Extended transitional periods are granted for UV-328, which is used for certain medical devices, motor vehicles, machinery, and photographic applications.
The UV-328 was commonly used as a light stabilizer in coatings and various polymers. In May 2023, the substance was listed in Annex A to the UN Stockholm Convention, and it was decided that the production and use of the substance shall be eliminated globally.
