On 11 March 2025, the UK amended the UK POPs Regulation (EU) 2019/1021, to restrict the flame retardant Dechlorane Plus (DP), the pesticide methoxychlor and the light stabilizer UV-328 in substances, mixtures and articles from 1 April 2025. The content limits are 10 mg/kg (0.001%), 0.01 mg/kg (0.000001%) and 10 mg/kg (0.001%), respectively. Also, the pentachlorophenol (PCP) and hexachlorobenzene (HCB) content limits have been specified to be 5 mg/kg (0.0005%) and 10 mg/kg (0.001%), respectively |

On 11 March 2025, the UK Secretary of State published regulations S.I. 2025 No. 296 and S.I. 2025 No. 297, to amend the UK POPs Regulation (EU) 2019/1021 to restrict the substances Dechlorane Plus (DP, CAS No. 13560-89-9, etc.), methoxychlor (CAS No. 72-43-5, etc.) and UV-328 (CAS No. 25973-55-1). The restriction shall apply from 1 April 2025.
The amendments prohibit the manufacturing, use and placing on the UK Great Britain (GB) market of substances, mixtures and articles containing Dechlorane Plus (DP), Methoxychlor and UV-328 in concentrations above 10 mg/kg (0.001%), 0.01 mg/kg (0.000001%) and 10 mg/kg (0.001%), respectively.

Also, the amendments have specified the pentachlorophenol (PCP) and hexachlorobenzene (HCB) content limits to be 5 mg/kg (0.0005%) and 10 mg/kg (0.001%), respectively.
Extended transitional periods are granted for Dechlorane Plus (DP), which is used for aerospace, space, defence, and certain medical devices, motor vehicles, and machine applications. Extended transitional periods are also granted for UV-328, which is used for aerospace, defence, certain medical devices, motor vehicles, machinery, and photographic applications.
Dechlorane Plus (DP) is a synthetic substance mainly used as a flame retardant in adhesives, sealants and polymers, and used as an extreme pressure additive in greases. The methoxychlor is a pesticide, while the UV-328 was commonly used as a light stabilizer in coatings and various polymers. In May 2023, the three substances were listed in Annex A to the UN Stockholm Convention, and it was decided that the production and use of the three substances shall be eliminated globally.
