The Governor of Vermont has signed Bill S.20 into law, which relate to restriction on perfluoroalkyl and polyfluoroalkyl substances (PFAS) and other chemicals of concern in consumer products. The followings are the highlight:
Food Packaging
Requirements:

A food package containing PFAS that are intentionally added in any amount shall be prohibited to manufacture, sell, offer for sale, distribute for sale, or distribute for use.

A food packaging or the packaging component containing bisphenols that intentionally added and are present in any amount shall be prohibited to sell or offer for sale or distribute.

A food package including inks, dyes, pigments, adhesives, stabilizers, coatings, plasticizers, or any other additives which contain ortho-phthalates that are intentionally added in any amount shall be prohibited to manufacture, sell, offer for sale, distribute for sale, or distribute for use.
Certificate of compliance:
A certificate of compliance shall be requested from the manufacturer.

1 July 2023
Rugs and carpets
Requirements:

A residential rug or carpet containing PFAS that are intentionally added in any amount shall be prohibited to manufacture, sell, offer for sale, distribute for sale, or distribute for use.

Aftermarket stain and water-resistant treatments for rugs or carpets containing PFAS that are intentionally added in any amount shall be prohibited to manufacture, sell, offer for sale, distribute for sale, or distribute for use.
Certificate of compliance:
A certificate of compliance shall be requested from the manufacturer.

1 July 2023
Chemicals of high concern to children
PFHxS (perfluorohexane sulfonic acid), PFHpA (perfluoroheptanoic acid) and PFNA (perfluorononanoic acid) are newly added in the list of chemicals of high concern to children.
