On January 18, 2024, the Consumer Product Safety Commission (CPSC) approved to update the Safety Standard Mandating ASTM F963 For Toys (16 CFR 1250) and approved ASTM F963-23 as the mandatory toy standard.
Each toy shall comply with ASTM F963-23 and it shall be effective on April 20, 2024 unless CPSC receives a significant adverse comment by February 20, 2024.
The main technical revisions of ASTM F963-23 affect the requirements for:
- Acoustics
- Battery accessibility
- Expanding materials
- Projectiles
In addition, updates have been made to align requirements within the standard to federal and CPSC requirements relating to the following:
- Phthalates
- Exemptions for toy substrate materials
- Tracking labels
Intertek China laboratories have been accredited by the CNAS (China National Accreditation Service for Conformity Assessment) and the U.S. CPSC (Consumer Product Safety Commission) on ASTM F963-23. The test reports can be used for substantiating the CPC (Children's Product Certificates) issued by U.S. toys importers and manufacturers.
