On January 15, 2021, The Ministry of Economy, Finance and Recovery of France has published a notice on the latest list of reference standards for the enforcement of Decree No. 2006-1129 on safety of lighters. The notice shall supersede the one on the same subject dated 9 September 2006 with immediate effect.
Here are the standards for showing the compliance with the child resistance requirement in Decree No. 2006-1129:

Test report on child resistance shall be made available upon request by the authority, and shall be issued by a testing organization accredited by a member of the International Laboratory Accreditation Cooperation (ILAC) or recognized by the competent authority of an EU Member State based on NF EN ISO/IEC 17025 (published November 2017).
Products conforming to the reference standards listed on the notice dated 9 September 2006 can be placed on the market on or before 15 July 2021 and sold until stock depletion.
