Intertek Offers U.S. States CHCC Testing and Reporting Service
Some States in the U.S. require manufacturers to conduct reporting for Chemicals of High Concern (CHCC) for component(s) in certain children’s products intended for children under 12 years of age. These chemicals have toxic effects that are harmful to human health, in particular to children, e.g., harm the normal development of a fetus or child or cause other developmental toxicity; cause cancer, genetic damage, or reproductive harm.
Reporting is required under following conditions:
- CHCC(s) is intentionally added and present above practical quantitation limit (PQL), or
- CHCC(s) present as contaminant above 100 parts per million (ppm)
The children's products subject to reporting obligations includes toys, children’s cosmetics, children’s jewelry and childcare article etc. For Oregon, removal or substitution of the CHCCs are required for mouthable products, children’s cosmetics and products made for or marketed to children under three years of age on or before the end of the 3rd reporting time.
According to definitions of the regulations, the manufacturer of a children's product includes producer, importer, domestic distributor or brand owner etc.
As of October 2022, five states in the United States have CHCC reporting requirements. Details of the reporting requirement are as follows:

The reporting shall include the following information:
- The name of the CHCC and its Chemical Abstracts Service registry number
- The product category or categories in which it occurs
- A brief description of the function
- The total concentration of the CHCC contained in each product component within each product category.
- The name and address of the manufacturer, and the name, address and telephone number of the contact person for the manufacturer
- The name, address and contact information for the trade association submitting the notification on behalf of the affected industry
- Any other relevant information (if applicable)
