US Vermont Approved to Amend Chemicals of High Concern in Children’s Product Rule

The Vermont Department of Health has approved to amend the Chemicals of High Concern in Children’s Products Rule (Code of Vermont Rules CVR 13-140-077). The amendment shall be effective from 1 September 2020. The amendment is summarized as follows:

  1. The listed chemical “formaldehyde” shall include substances that are intentionally added to release formaldehyde, including:
    1. 5-Bromo-5-nitro-1,3-dioxane
    2. Bronopol
    3. Diazolidinyl urea
    4. DMDM hydantoin
    5. Imidazolidinyl urea
    6. Methanol, (phenylmethoxy)
    7. Methenamine
    8. Quaternium-15
    9. Sodium N-(hydroxymethyl)glycinate
  2. The reporting deadline shall be adjusted to 31 January of each year, starting from 2022. According to the previous rules, this year’s deadline has just passed on 31 August. The next deadline will be 31 January 2022 due to the rule amendment.
  3. For any children’s products that are introduced for sale or distribution between 31 January and 31 July of a year, the manufacturer shall report the products containing Chemicals of High Concern on or before 31 July of the same year.
