China - Proposed GB Standard on Adhesives for Food Contact Materials and Articles
The National Health Commission of the People's Republic of China (NHC) has proposed the GB Standard on adhesives for food contact materials and articles. Expiration date: Nov 20,2021.
The following are the highlight:
1. General requirements
- Adhesives for food contact materials and articles shall meet the requirements of GB 4806.1.
- Adhesive manufacturers shall control the safety risks of adhesive products through formulation design, raw material selection, production process control, and product information transmission.
- Manufacturers of food contact materials and articles shall control the design and production of the joints and edges of food contact materials and articles, and use effective barrier layers to ensure that the adhesive residues in food and the amount of adhesive migrated into food do not harm human health.
2. Raw materials requirements
- The basic raw materials allowed for direct food contact adhesives shall meet the requirements of Appendix A of this standard and related announcements.
- The basic raw materials allowed for indirect food contact adhesives shall meet the requirements of Appendix A, Appendix B of this standard and related announcements.
- The additives used in adhesives for food contact materials and articles shall meet the requirements of GB 9685 and related announcements. The additives used in direct food contact adhesives can also be used for indirect food contact adhesives. 3. Sensory properties

a. It is only applicable for direct food contact adhesive layer. For indirect food contact adhesive layer, this item shall be detected in accordance with the corresponding food safety national standards for direct food contact layer.
b. Adhesives for special food contact materials and articles for infants shall be converted into mg/kg according to the area-to-volume ratio in actual use, and the limit shall be ≤60 mg/kg.
c. It is only applicable for aromatic polyurethane adhesives and other adhesives that may produce aromatic primary amines during the curing reaction. After the curing reaction of the adhesive is completed, the migration of primary aromatic amines shall be tested for the final products of food contact materials and articles. The migration limit of primary aromatic amines is specified in Appendix A, Appendix B, GB 9685 and related announcements of this standard, and the limit shall meet these requirements. |
b. Adhesives for food contact materials and articles shall comply with the specific migration limit (SML), specific migration total limit SML(T) and maximum residue (QM) and other physical and chemical indicators for basic resins, monomers and other starting materials in Appendix A, Appendix B of this standard and related announcements.
c. Additives in adhesives for food contact materials and articles shall meet the requirements of GB 9685 and related announcements on the physical and chemical indicators of such as SML, SML(T), QM, etc.
