Hong Kong - Proposed Updates to Safety Standards for Toys and Children’s Products Safety Ordinance

As the safety standards specified for toys and for six classes of Schedule 2 products below have been updated. The Commerce and Economic Development Bureau (CEDB) of Hong Kong has proposed updates to Schedules 1 and 2 to the Toys and Children's Products Safety Ordinance (Cap. 424) to implement up-to-date safety standards promulgated by the relevant standards institutions for toys and children's products as listed:

  1. baby walking frames
  2. bottle teats
  3. bunk beds for domestic use
  4. children's high chairs and multi-purpose high chairs for domestic use
  5. children's paints, and
  6. children's safety harnesses

The proposed changes to the Schedules are summarized below:

Toy products:

  1. the existing part of the International Standard “ISO 8124-1:2018” has been amended to “ISO 8124-1:2018 (incorporating Amendment 1:2020 and Amendment 2:2020)”;
  2. the existing part of the International Standard “ISO 8124-4:2014 (incorporating Amendment 2:2019)” has been amended to “ISO 8124-4:2014 (incorporating Amendment 1:2017 and Amendment 2:2019)”;
  3. the existing part of the International Standard “ISO 8124-7:2015” has been amended to “ISO 8124-7:2015 (incorporating Amendment 1:2020)”;
  4. the existing part of the European Standard “BS EN 71-2:2011 + A1:2014” has been updated to “BS EN 71-2:2020”;
  5. the existing part of the European Standard “BS EN 71-3:2019” has been amended to “BS EN 71-3:2019 + A1:2021”;
  6. the existing part of the European Standard “BS EN 71-4:2013” has been updated to “BS EN 71-4:2020”;
  7. the existing part of the European Standard “BS EN 71-13:2014” has been updated to “BS EN 71-13:2021”;
  8. the existing part of the European Standard “BS EN 62115:2005 + A12:2015” has been updated to “BS EN IEC 62115:2020 + A11:2020”;

Other products:

  1. the existing European Standard “BS EN 1273:2005” for baby walking frames has been updated to “BS EN 1273:2020”;
  2. the existing European Standard “BS EN 14350-1:2004” and “BS EN 14350-2:2004” for bottle teats has been updated to “BS EN 14350:2020”;
  3. the existing ASTM Standard “ASTM F1427-19” for bunk beds for domestic use has been updated to “ASTM F1427-21”;
  4. the existing ASTM Standard “ASTM F404-18a” for children’s high chairs and multi-purpose high chairs for domestic use has been updated to “ASTM F404-20”;
  5. the existing part of the European Standard “BS EN 71-3:2019” for children’s paints has been amended to “BS EN 71-3:2019 + A1:2021”;
  6. the existing Joint Australian / New Zealand Standard “AS/NZS 8124.3:2012 (incorporating Amendment 1:2016)” for children’s paints has been updated to “AS/NZS ISO 8124.3:2021”: and
  7. the existing part of the European Standard “BS EN 13210:2004” for children’s safety harnesses has been updated to “BS EN 13210-1:2020” and “BS EN 13210-2:2020”.
