Canada has published a regulatory proposal to ban any products made, in whole or in part, of polyurethane foam (PUF) that contains tris (2-chloroethyl) phosphate (TCEP) and intended for children under three years of age. This amendment is proposed under Schedule 2 to the Canada Consumer Product Safety Act (CCPSA) and shall become effective six months after the day on which they are published in the Canada Gazette, Part II.

The Challenge:
The prohibition would include both products that a child under three years of age uses, such as toys, and products that an adult uses to care for a child under three years of age, such as sleep positioners and nursing pillows.

The aim of this proposal is to ensure that these products are no longer manufactured, advertised, sold or imported in Canada. The CCPSA provides the authority to enact such a prohibition.
